The Ministry of Higher Education Adopts a Policy Regulating the Use of Artificial Intelligence in Scientific Research and Promotes the Principles of Academic Integrity.

In line with the Ministry of Higher Education and Scientific Research’s commitment to enhancing the quality of scientific research and upholding the principles of academic integrity and honesty, the Ministry announced the adoption of a clear regulatory and ethical policy for the use of artificial intelligence tools in scientific research within Iraqi higher education institutions.

This policy comes amidst the rapid digital transformation the world is witnessing, where artificial intelligence, particularly generative and analytical tools, has become an influential element in the contemporary scientific research system, given its capabilities in the areas of organization, analysis, summarization, and linguistic processing.

The policy emphasizes that artificial intelligence tools are not a source of scientific knowledge nor a replacement for the researcher, but rather an auxiliary tool that can be employed in specific stages of the research process. Critical thinking, scientific analysis, and research decision-making remain the sole responsibility of human researchers.

The ministry also stressed that the academic, legal and ethical responsibility for research rests entirely with the researcher, regardless of the digital tools used, noting the importance of achieving a delicate balance between encouraging innovation and taking advantage of modern technologies on the one hand, and preserving scientific originality and the reliability of research on the other, in line with international standards adopted in higher education institutions.
