Opinion Board Holds Its Sixth Meeting, and the Minister of Education Directs not to Deal with Exceptions and to Adhere to the Plans of Universities in Preliminary and Graduate Studies

 Meeting of the Sixth Opinion Board and the Minister of Education Directed not to Deal with Exceptions and to Abide by the Plans of Universities in Preliminary and Graduate Studies


The opinion board in the Ministry of Higher Education and Scientific Research held its sixth meeting, in the presence of all its members from the advanced owners and heads of public universities. The meeting was chaired by the Minister of Higher Education and Scientific Research, Prof. Dr. Nabil Kazem Abdel Sahib, and he valued the efforts of universities and their staff in assuming responsibilities and managing the new academic year in accordance with the approved academic timings and contexts, taking into account the tasks and goals that serve the community and strengthening higher education in terms of the quality of its outputs, and directed not to deal with exceptions Commitment to university plans and timings in primary and postgraduate studies. He urged commitment and consideration of strategic priorities in the implementation of projects, especially with regard to developing the university environment and providing the requirements of the educational process and scientific research items that contribute to the areas of comprehensive development. He stressed the adoption of strict legal procedures with some data indicated outside universities in the field of writing research and predatory journals, if any, and informing the competent authorities of the cases observed to surround these extraneous indicators and protect the achievements of Iraqi scientific research. The meeting discussed the items on the agenda and voted affirmatively on the following decisions:
Adopting the recommendations of the university councils in the development of humanitarian specializations or delaying some of them in the field of postgraduate studies according to the legal and scientific powers granted to them.
Approval of the implementation of a proposed project to evaluate the performance of universities using the (360 degree) program, taking into account the classification of universities into ancient, modern, specialized and comprehensive, and conducting evaluation models at the universities of Baghdad, Al-Nahrain, Technology, Mosul, Basra, Tal Afar and Al-Hamdaniya, and presenting their results to the opinion panel.
Approving the minimum limits that will be included in the student’s guide to applying to the medical group specialties and the supportive health professions in universities and private colleges.
Coordination between universities to develop the necessary scientific frameworks to achieve the goals of the assessment exam between public and private universities in medical and health specialties, and focus on the clinical aspect that enhances students’ skills.
Approval of the independence of the administration of admission to graduate studies in the universities of Baghdad, Basra, Mosul, Kufa, Anbar and Al-Mustansiriya, similar to the experience of the University of Technology and Babylon University, as of the academic year 2023/2022.
Addressing the issue of contractors in accordance with Resolution 315 of 2019 who was included in the contract after 10/2/2019 until 31/12/2019 and adopting possible treatments for the numbers and names documented in light of the instructions of the higher education funds and the Internal Departments Fund and according to the needs of formations, and dealing with them as a daily procedure or lecturers.
Forming a specialized committee to consider the recommendation of the University of Baghdad Council regarding the proposal to change the name of the College of Agricultural Engineering to the College of Agriculture.
Emphasizing the need to support the infrastructure of universities to accommodate the indicators of population growth in Iraq.
Agreeing to facilitate the procedures for collecting tuition fees in evening studies.
Directing the legal department to draft a circular for universities that includes an opinion to deal in accordance with the law with cases of students admitted to postgraduate studies while they are employees at the same time.
The university councils study each case of the contractual commitment of students on scholarship, according to the requirements of the university’s interest.
At the conclusion of the meeting, the Minister of Higher Education and Scientific Research, Prof. Dr. Nabil Kazem Abdel Sahib, directed to present the National Education Strategy 2030 to universities and to benefit from its proposals in strengthening the axes of scientific research, innovation, quality, accreditation, corporate governance, and developing university admission policies.
